Web Reference: MSYS2 provides up-to-date native builds for GCC, mingw-w64, CPython, CMake, Meson, OpenSSL, FFmpeg, Rust, Ruby, just to name a few. To provide easy installation of packages and a way to keep them updated it features a package management system called Pacman, which should be familiar to Arch Linux users. If you cannot compile your own Ruby, and you do not want to use a third-party tool, you can use your system’s package manager to install Ruby. Some members of the Ruby community feel that you should avoid package managers to install Ruby and that you should use dedicated tools instead. This project provides an Installer for Ruby-2.4 and newer on Windows based on the MSYS2 toolchain. It is the successor to the MSYS1 based RubyInstaller which was used for Ruby-2.3 and older.
