I am guessing that setting the rule is forcing pacemaker to keep the master on the elm1. Having said that, both sysadmin and DevOps seem generalisations and whilst I'm not too experienced with DevOps roles, I've seen people argue about sysadmin vs server engineer or sysadmin vs senior IT engineer, so everyone's definitions and expectations will be different.
